  Facilities need a facelift. Instructors are inexperienced and waste time during lessons (average time spent per child was less than 4 minutes per lesson). The lifeguards remind me of hall monitors from primary school days. They have a whistle and gets to their head. They yell and blow a whistle at a 4-5 year old for running on the pavement, but they lack the basic understanding that the pavement is literally burning the child's feet. They seem to be distracted with the small stuff and not concentrated on the pool.
